Russian attacks on Ukraine’s energy infrastructure overnight left more than 180,000 customers in the Zhytomyr region without power and heavily damaged a facility belonging to private energy firm DTEK in the Odesa region, officials and the company said on Tuesday.

About 130 settlements in the Zhytomyr region were without electricity on Tuesday morning, according to its governor, Vitalii Bunechko. No deaths or injuries were reported.

In the Odesa region, an attack shortly before midnight on Monday caused significant destruction at a facility run by DTEK Odesa Electric Networks, the company said. It added that the site had been shelled repeatedly over the past two months and that repairs would take a long time. Scheduled power outages were in place across the Odesa region.

Russia’s Defence Ministry separately claimed a much wider overnight operation, saying it had struck four power plants and two electricity substations in the Vinnytsia, Dnipropetrovsk and Kharkiv regions, which it said supply power to military factories and the Ukrainian army. It also said it had hit port infrastructure in Kiliia on the Danube and two cargo ships, one in the port of Pivdennyi and one in the Black Sea, which it said were delivering military equipment and dual-use cargo to the Ukrainian army.

That wider Russian account is single-sourced to the Russian Defence Ministry and has not been independently verified; Reuters reported it was not able to independently verify the information. Readers should therefore treat the claimed targets and damage in that account as Moscow’s claim, not as independently established fact, while the outages in Zhytomyr and the damage to the DTEK facility in Odesa rest on Ukrainian officials and the company.

The strikes come as Ukraine heads into another winter of war, with Russian attacks continuing to target its energy infrastructure and Kyiv pressing its allies to replenish air defences. They also come alongside continuing diplomacy: Ukraine’s president is due in Berlin on Tuesday for talks with the German chancellor, and trilateral talks involving Ukraine, Russia and the United States are scheduled in Abu Dhabi on 10-11 November. Whether those talks produce any easing of attacks on civilian infrastructure will be a key test of the diplomatic track.
