Democrats are projected to win back control of the House of Representatives in Tuesday’s midterm elections, dealing a sharp rebuke to President Donald Trump midway through his second term and reshaping the balance of power in Washington.
CNN and Decision Desk HQ both projected a Democratic House majority on election night, as results rolled in from across the country. The projections mean Democrats will hold at least one chamber of Congress when the new session begins in January, giving them control of the House agenda, its committees and its power to summon witnesses and demand documents from the administration.
The result caps a night of significant Democratic gains. The party flipped a Senate seat in North Carolina, held Georgia and New Hampshire, and pulled off a stunning upset in South Carolina, where Democrat Annie Andrews defeated Republican Senator Darline Graham, who had inherited the seat from her late brother, Lindsey Graham. Democrats also claimed a symbolic prize in Florida, winning the congressional district that is home to Mr Trump’s Mar-a-Lago resort.
House Minority Leader Hakeem Jeffries is expected to become Speaker when the new Congress convenes. Democrats have promised a new focus on the cost of living, with Mr Jeffries saying the party is preparing working groups on housing, healthcare, caregiving, energy and grocery prices — though with Mr Trump still in the White House, any Democratic bill would need Republican support or a veto-proof majority to become law.
The most immediate consequence of the House flip is likely to be oversight. A Democratic majority can open investigations into the administration, compel testimony and use the power of the purse — control over government spending — as leverage in negotiations over funding, including the debt ceiling, which is expected to need raising again in 2027.
Control of the Senate remained undecided as counting continued. Democrats need a net gain of four seats to erase the Republicans’ 53-47 advantage, and several battleground races in Kansas, Texas, Ohio and Michigan were still too close to call. Final counts in some races may take days or even weeks to complete.
Mr Trump had warned before the vote that a Democratic Congress would bring confrontation, telling supporters last week: “What happens is I veto everything, and then the Democrats come and they want to make a deal.” The outcome sets up two years of divided government, with the president’s agenda now facing a hostile House for the remainder of his final term.
